Achievements have no in-game effects the achievement just pops up in-game and then added to the player's Steam profile. The reason this is great for beginners is that you have the whole timeframe of the game to get it done so you can take your time and play cleanly EU4 has 310 different achievements, all using the Steam achievements mechanics. Start as an Irish OPM and conquer the English isles. A REALLY good achievement for beginners is Luck of the Irish.
